Dubai Security System SIRA Update

SIRA Administrative Resolution No. (13) of 2025 Dubai’s Security Industry Regulatory Agency (SIRA) has released Administrative Resolution No. (13) of 2025, approving a new Preventive Systems Manual. This supersedes all earlier standards and introduces stricter technical controls for IP CCTV, Access Control, and Alarm Systems.

Key Technical Changes (2025) The new manual introduces several additional requirements, including:

• Expanded Coverage: Mandatory 10% detection coverage for general common areas and INTERNAL AREAS, including service corridors.
• Upgraded Views: Shifting from "Observation View" to "Recognition View" for critical zones.
• Health Monitoring: Mandated real-time health monitoring via VideoGuard connectivity.
